Permian Energy Development Lab (PEDL)
The Permian Energy Development Lab (PEDL) is a place-based energy innovation and regional development initiative designed to address one of the defining infrastructure challenges of the twenty-first century: how to scale next-generation energy systems while strengthening — rather than destabilizing — the communities and regions that host them.
Incubated by the Cynthia & George Mitchell Foundation, PEDL was created around a core premise: the future of energy transition will not be determined by technology alone. It will depend on whether regions possess the institutional capacity to integrate energy systems, water systems, workforce systems, community governance, and economic development into durable models of regional prosperity.
PEDL operates in the Permian Basin — one of the world’s most strategically important energy regions and the only place where many emerging energy technologies can be tested and integrated at meaningful scale. The region produces nearly half of U.S. oil output, contains the nation’s largest CO₂ pipeline network, generates billions of barrels of produced water annually, and possesses substantial renewable energy and subsurface storage potential.
Yet PEDL emerged not only from the region’s industrial strengths, but from recognition of a deeper governance challenge.
The Permian’s energy production systems scaled extraordinarily well over the last several decades. Community systems often did not. Housing volatility, workforce strain, educational gaps, healthcare pressures, uneven infrastructure investment, and boom-bust population dynamics exposed a widening gap between the region’s global economic importance and the institutional capacity of many local communities.
PEDL was designed as a response to that mismatch.
Rather than treating energy development, workforce development, community engagement, infrastructure deployment, and regional economic resilience as separate domains, PEDL integrates them into a single operating framework. The initiative combines:
field-scale technology deployment,
applied research,
commercialization support,
workforce development,
community engagement,
and long-term regional capacity building.
At the center of this effort is the Permian Integrated Energy System (PIES), a field-scale demonstration platform located on approximately 320 acres in Yoakum County, Texas. PEDL Lands serves as a real-world deployment environment where industry, universities, national laboratories, entrepreneurs, and public-sector partners can test and integrate technologies across interconnected energy, water, and carbon systems.
The platform includes work in:
produced water treatment and reuse,
direct air capture,
carbon management,
hydrogen systems,
solar and microgrid infrastructure,
distributed energy systems,
and emerging industrial decarbonization technologies.
A core principle of PEDL is that infrastructure systems should be designed as integrated systems rather than isolated projects. Produced water treatment connects to industrial water reuse. Carbon capture connects to regional pipeline infrastructure and sequestration systems. Renewable energy connects to distributed power resilience. Workforce systems connect directly to industry deployment pathways. Community engagement is embedded from the beginning rather than treated as a late-stage communications exercise.
This systems-oriented approach also shapes PEDL’s governance and partnership model.
The initiative includes collaboration among universities, community colleges, economic development organizations, national laboratories, industry partners, and regional institutions across Texas and New Mexico. Rather than operating as a traditional standalone research center, PEDL functions as a boundary-spanning platform intended to accelerate institutional coordination across sectors that historically operate in silos.
PEDL also incorporates a philanthropic innovation model designed to create long-term regional capacity rather than short-term project funding dependence. Catalytic philanthropic capital is used to help build shared infrastructure assets capable of generating recurring revenues that can sustain workforce development, entrepreneurship, and community systems over time.
The broader objective is not simply technological commercialization.
It is to explore whether energy-producing regions can evolve beyond extractive boom-bust cycles toward more durable models of regional prosperity and institutional resilience.
This question is becoming increasingly important far beyond the Permian Basin itself.
AI infrastructure growth, hyperscale electricity demand, water constraints, industrial reshoring, transmission expansion, carbon management, and advanced manufacturing are placing growing pressure on regions across the United States. Many of these emerging infrastructure systems require exactly the kinds of integrated governance frameworks PEDL is attempting to prototype:
cross-sector coordination,
regional workforce alignment,
infrastructure integration,
stakeholder legitimacy,
adaptive governance,
and long-term community benefit structures.
In that sense, PEDL is not simply an energy initiative.
It is an experiment in regional systems governance for the infrastructure transitions now reshaping the American economy.
